Master of Public Policy

Advance your skills in preparing, implementing, analyzing, and evaluating public policies at national and subnational levels. The MPP program equips students with the knowledge to address societal challenges and achieve specific goals through effective public policy principles and regulations.


Objective

Master’s Program in Public Policy (MPP) is designed for students who wish to develop and advance their knowledge and skills in preparing, implementing, analyzing and evaluating the effectiveness of public policy of the government or administration at national and sub-national levels. Public policy is a set of principles or regulations adopted by the governmental institutions to address challenges of a society or to navigate and achieve specific agendas. Based on public policy, enterprises, private companies, national and international organizations can develop internal policies, strategies, rules and guidelines on how they should operate their business or missions.

MPP Study Program

The School of Public Policy at the National University of Management offers a Master's program in Public Policy. Students must complete two years of coursework, earning a total of 48 credits, and are required to write a thesis.

***Specialized seminars are conducted by each supervisor and/or organized as a series by the NUM School of Public Policy to support students in mastering their majors and in writing their master’s theses. Within one week after the event, each student must submit the thesis deliverables and reflection papers to the administration for credit.

Program Learning Objectives (PLOs)

In parallel with the strategic plan of the National University of Management, the program learning objectives of the Master's Degree in Public Policy include:

  • To advance the development of highly qualified human resources in public policy, capable of contributing to national, regional, and international policy agendas.
  • To strengthen students’ analytical and problem‑solving skills through rigorous research, comparative policy analysis, and evidence‑based evaluation.
  • To cultivate leadership, teamwork, entrepreneurship, and innovation in line with universal principles of democracy, inclusive prosperity, and sustainable development.

Expected Learning Outcomes

At the end of the Master's Program in Public Policy, the students will be able to:

  • Interpret, explain, analyze and evaluate public policy developed by government institutions at national levels and sectoral levels;
  • Implement public policy in accordance with the defined scope and direction;
  • Identify socio-economic challenges and provide feedback to government institutions at national and sub-national levels via adoption of public policies in parallel with national and international law, economic situation, national and international policies;
  • Use research skills to expand and strengthen knowledge, skills and dissemination;
  • Use English for speaking, debating, writing and researching national, national, regional and international public policy;
  • Appreciate the spirit of teamwork, cooperation, collaboration and social responsibility, adhering to the principles of humanitarianism and sustainable development.

Admission and Graduation Requirements

Applicants must possess a Bachelor’s degree in Law, Economics, Management, or any other equivalent qualification recognized by the Ministry of Education, Youth and Sport (Cambodia).

Candidates are required to successfully defend their research proposal and demonstrate English proficiency.

Under the Master’s Program in Public Policy, students must complete a two-year curriculum consisting of 48 credit hours. This includes 36 credits for basic core, major, and elective courses, and 12 credits for the thesis, with a minimum IELTS score of 6.0. Students are also encouraged to actively participate in guest lectures, workshops, academic dialogue forums, and local or overseas study tours.


Employment Opportunities

Students pursuing studies in public policy have access to diverse employment opportunities across public, private, and non-profit sectors. These roles are available at local, regional, and international levels, allowing them to contribute to areas such as governance, corporate strategy, development initiatives, academic research, and education.

In public sector

 graduates may serve as civil servants in charge of policy, planning and administration; legislative assistants in charge of research, drafting policy and legislative proposal; diplomat; public and international affairs management and relations, etc.

In private sector

graduates may serve as corporate social responsibility (CSR) managers, consultants, public relation officers, strategy and planning managers, etc.

In non-profit organizations

graduates may serve as program managers, advocacy officers, researchers, policy advisors, etc.

In international organizations

graduates may serve as policy officers, foreign service officers, development analysts, etc. 

In academia

graduates can serve as academic researchers, professors, think tank analysts, etc.
