Message from the Rector


Greetings and warm regards,

Welcome to the School of Public Policy (SPP) of the National University of Management (NUM). The School of Public Policy was established pursuant to an insightful initiative and long-term vision of His Excellency Dr. Hang Choun Naron, Deputy Prime Minister and Minister of the Ministry of Education, Youth and Sport in promoting the education of public policy in the Kingdom of Cambodia.


Public Policy is an interdisciplinary field that integrates politics, law, economics, international studies, digitization, and more. Students gain a deep understanding of social and economic challenges while developing practical skills through research and hands-on projects. Graduates from the NUM School of Public Policy are well-equipped for diverse career paths, including roles in the public sector, private enterprises, non-profit organizations, international agencies, and academia.


The School of Public Policy is currently located at the new campus of the National University of Management, which is situated at Sangkat Veal Sbov, Phnom Penh, Cambodia.

History of the National University of Management

  • 1983-1989

    Historically, NUM was originally founded in 1983 as the Economic Institute. The Economic Institute offered a bachelor's program in economic fields that specialized in commerce, agriculture, industry, finance, and planning. However, the Economic Institute was renamed the Institute of Economic Science (IES) in 1989. The IES provided academic major fields in economics and commerce.

  • 1994-1998

    In response to political and economic reform towards democracy and a free market, IES was renamed the Faculty of Business (FOB) in 1994. It launched academic programs in management, marketing, accounting, and finance. Four years later, FOB was renamed the National Institute of Management (NIM), and the first private tuition programs were introduced in 1998.

  • 2004-2005

    In 2004, the academic role of NIM was broadly expanded and then became the National University of Management. Soon afterward, NUM was accredited to full status as a public non-profit institution in 2005.

    Up until 2015, the National University of Management was comprised of seven academic faculties and departments, and a graduate school that offered postgraduate programs, including master’s degrees and doctoral programs.

  • 2011-Present

    In 2011, an International College located inside the National University of Management was established. It offers two academic programs: International Business (iBBA) and Global Entrepreneurship & Innovation. In addition, new international academic programs, including International Bachelor of Law, Supply Chain Management, Digital Economy, Financial Technology, Smart City Planning Management, Public Policy, and Comparative Law, were introduced to respond to the emerging need for human capital in the development of Industry 4.0 in Cambodia.

    Currently, the National University of Management has two campuses.

  • NUM Wat Phnom Campus is located at St. 96 Christopher Howes, Sangkat Wat Phnom, Khan Daun Penh, Phnom Penh, Cambodia.

  • NUM International Campus is located at Sangkat Veal Sbov, Khan Chba Ampov, Phnom Penh, Cambodia.


Vision, Mission & Core Values

The vision of the National University of Management is “to be a leading university in education, research, innovation and entrepreneurship."

This vision statement focuses on four key words:

  • Education: The process of transmission of knowledge, skills, and character traits that lead to the award of an academic degree.
  • Research: University puts a premium on research that invests heavily in research, and which consequently provides meaningful and extensive opportunities for our students and faculty to participate in research.
  • Innovation: The process of creating something new and applying this creativity to come up with a unique idea or solution.
  • Entrepreneurship: The process of identifying the opportunities in great innovations and applying the innovation to add value, and keep the value improving over a period of time.

Our mission is “to cultivate innovative leaders, managers and entrepreneurs for society. NUM is committed to develop human capital for society."

The mission of NUM focuses on the following key words:

  • Cultivate: in this context refers to educate or to develop human resources.
  • Innovative leader: refers to the ability of a leader to inspire productive action during time of creation, invention, uncertainty, ambiguity, and risk. It is a necessary competency for organizations that hope to develop truly innovative products and services.
  • Innovative manager: refers to a person who is responsible for managing innovative strategies, activities, and opportunities for an organization. This innovation is meant to impact the company’s ability to grow in the future and create unique value internally and externally.   
  • Innovative entrepreneur: refers to an individual who has the ability to undertake to create innovative products or services according to the changing demands of the markets.

Our core values are fundamental beliefs and guiding principles for actions and decision-making to support the vision, mission and to shape the culture of the university. In order to achieve our vision and mission, we are strongly committed to building and enhancing the following core values:

  • Quality: we ensure quality is the top priority of our university
  • Research: we encourage and promote a research culture in our university
  • Innovation: we value and support all ideas and initiatives for positive change
  • Green: we promote green concepts and green awareness among our university people and university’s programs to shape the culture of sustainable development.
  • Community: we care and treat our students, faculty, staff, and other key stakeholders for being well together.
