
He is a professor and former Director of the Center of Excellence for R&D and Innovation and a Professor of Economics at the National University of Management. He earned a Bachelor of Economics and a Master of International Public Policy from Osaka University, and a Ph.D. in International Development from Nagoya University. He has worked in various capacities for several prestigious institutions, including the United Nations Development Programme (UNDP), United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), United Nations Department of Economic and Social Affairs (DESA), the World Bank, the Asian Development Bank, and Kobe University.

He is the Director of ASEAN Economic Research Institutes (AERI) at the National University of Management and a deputy secretary general at the National Committee for ESCAP. He earned his master's degree in International Development and completed his PhD course in the same field at Nagoya University, Japan, in 2015. His teaching and research interests include microeconomics, macroeconomics, and the Cambodian economy. In these roles, he has been directly involved in and conducted numerous research projects, providing policy recommendations to address social and economic challenges in Cambodia.

He is a digital economy advisor to H.E Rector of the National University of Management, a supervisor of the Digital Economy Lab, and a lecturer. He is also the managing director at E-KHMER Technology Co., Ltd. He holds a Master's degree in Management and Information Technology from Kyoto University (Japan, 2004) and a PhD in Applied Informatics from University of Hyogo (Japan, 2011). The university is now launching the Master of Science in Digital Economy at the graduate level. NUM is launching a Master of Science in Digital Economy, led by expert Professor Sengtha Chay, aiming to strengthen research capability and provide practical solutions in the digital economy sector.

He teaches Intellectual Property Law and Business Law at the National University of Management (NUM). He holds a Doctor of Laws (Comparative Law) from Nagoya University Graduate School of Law, Japan. He is a Founding Partner of SDS & Partners. His legal practice spans various domains, reflecting his versatility and depth of understanding. His areas of expertise include Intellectual Property (IP), Competition/Antitrust Law, Corporate and Mergers and Acquisitions (M&A), Data Privacy Protection, Public Policy and Law, Oil & Gas, and Commercial Arbitration Resolutions.
