Assoc. Prof. Dr. NOP Kanharith

Vice-Dean, School of Graduate Studies,

 in charge of the International Studies program


Dr. NOP Kanharith is an Associate Professor of Law (Royal Decree No. 0723/1570 dated 20 July 2023) and Director of the School of Public Policy at the National University of Management (NUM). He has been with NUM since 2022 and is actively involved in Erasmus+ projects such as SCALe and ALIGNING.

He is an attorney-at-law with over 10 years of experience in legal practice, including more than six years as the Head of the Legal Department at a commercial bank in Cambodia.

Since 2013, he has also been a part-time lecturer at various public and private universities in Phnom Penh. His areas of expertise include labor and employment law, contract law, corporate law, and business law. He holds a Doctor of Law (Comparative Law) and a Master of Law from Nagoya University, as well as a Bachelor of Law from the Royal University of Law and Economics, and a Bachelor of English Education from the Institute of Foreign Languages, Royal University of Phnom Penh.



Mr. TEAV Saran Phomin

Mr. TEAV Saran Phomin is currently serving as an officer at the School of Public Policy and the Center for Digital Law. He holds a Bachelor’s degree in Law from the University Lumière Lyon 2 (2020) and a Master of Laws in Procedural Law (Private Law) from the University Vincennes Saint-Denis Paris 8 (2024).

Between 2020 and 2024, he pursued several Diploma University (DU) programs: International Juriste in 2021 from the University Lumière Lyon 2; American Law in 2022 from the University Jean Moulin Lyon 3; and English Law in 2023 from the University Lyon 3. Additionally, he holds a Diploma in Mastère Spécialisé in Criminal Business Law from the Institut Supérieur de Droit in Paris (2023).

He is in charge of administration and student assistance, as well as research at the Center for Digital Law. His role includes managing student relations, support, program coordination, and strategic planning.


Ms. PRAK Sunday

Ms. Prak Sunday is an officer at the School of Public Policy at the National University of Management (NUM). She earned her Bachelor’s degree in Law from Université Lumière Lyon 2 in 2020 and a Master of Laws in Procedural Law (Private Law) from Université Vincennes Saint-Denis Paris 8 in 2024.

From 2020 to 2024, she completed several Diplôme Universitaire (DU) programs, including International Juriste at Université Lumière Lyon 2 in 2021 and American Law at Université Jean Moulin Lyon 3 in 2022. Additionally, she holds a Diplôme de Master 1 Spécialisé en Droit Pénal et Science Juridique from Institut Supérieur de Droit in Paris, which she obtained in 2022.

In her role, she oversees administration, student assistance, faculty relations, and student support. Her responsibilities encompass addressing and resolving issues faced by both students and professors.
