Academic Program Orientation for the Students of Master of Public Policy and Master of Science in Digital Economy

On November 18, 2024 from 5:30PM at Camboverse Center, NUM Veal Sbov Satellite Campus, there was an orientation session for new students of the two international master’s programs at the National University of Management. They are Master of Public Policy and Master of Science in Digital Economy.

The event was presided over by H.E. Prof. Dr. Hor Peng, Rector of the National University of Management with the presence of Assoc. Prof. Sim Sovicha, Vice-Rector in charge of internal quality assurance and Assist. Prof. Dr. Soun Hong, Director of School of Graduate Studies. The session commenced by the greeting message from Ms. Prak Sunday and followed by a presentation on the programs by Assoc. Prof. Dr. Nop Kanharith.

H.E. Rector made remarkable comments on the importances of the international graduate programs and expressed his thank and appreciation to professors, students and all participants for their collaborative participation in the event. Thereafter, professors from Master of Public Policy and Master of Science in Digital Economy also introduced themselves and their courses to the students. Last but not least, students were invited to express their feeling about the programs and their commitment in graduation within the time frame.

On behalf of NUM management, we would like to express our profound thanks and sincere appreciation to professors and students for their fruitful participation in the event.

Importance of Studying Comparative Law in Cambodia- Prof. Dr. Peter Becker

Prof. Peter Becker, a German lawyer, economist, and political scientist. Among others, he holds a doctoral degree in political science from the University of Potsdam, Germany, and was appointed professor of law.

Much has been said in the past about the importance of comparative law, particularly with regard to globalization, the need for cooperation on global issues such as environmental protection and peace, and other areas of international cooperation. The world has grown closer together in the last hundred years, and most global problems can only be solved if there are international legal rules, procedures and institutions.

For countries like Cambodia, Comparative Law studies have another dimension. Until the end of the 20th century, Cambodia was a traditional society where law does not have much importance, and therefore a complex legal system did not emerge. Legislation by the French, introduced in the 1920th did not play a role. However, things began to change dramatically at the beginning of the 21st century. Since then, the economy has boomed to an extent rarely seen in other countries. The Cambodian society grow more and more complex, and the law is in trouble to keep up with the speed of this development.

You must not invent everything on your own in such a situation. You can import cars and cellphone and things like this from abroad. But with the law, it is not that easy. The famous German jurist and historian Friedrich Karl von Savigny said in the early 19th century that the law of a nation comes into being in the same manner as its language. Therefore, you cannot simply copy-past America or German Law. Instead, Cambodian lawyers have to create a legal system that fits Cambodian society instead. But of course, they can take inspiration from the existing legal system in other countries. This is the way that the Japanese have successfully chosen more than 100 years ago.

If you want to follow this path you have to know about the up and down sides of the law in other parts of the world. This is the reason why it is so important for Cambodia law students to study comparative law.

Entrance Exam of 3 International Master’s Programs at NUM

The National University of Management (NUM) has launched 3 international graduate programs, which include:

  • Master of Public Policy
  • Master of Digital Economy
  • Master of Comparative Law

The courses of the 3 graduate programs are conducted in English language by national and international lecturers and mentors who have diversified background and practical experiences.

In conformity with the university’s strategy and priority in promoting research and education, the students are required to study 12 courses and write master’s theses under the supervision of academic supervisors.

Since research thesis requires great effort and continuous commitment of an individual student, submission of the preliminary research plan by the applicant becomes one of our admission requirements. After document screening, applicants are invited to conduct oral presentation before the committee members. From this method, we evaluate the applicants’ knowledge of the subject, skill in research and commitment with the programs.
