Dr. NOP Kanharith is an Associate Professor of Law (Royal Decree No. 0723/1570 dated 20 July 2023), Director of the School of Public Policy at the National University of Management (NUM). He has been with NUM since 2022 and is actively involved in Erasmus+ projects such as SCALe and ALIGNING.
He is an attorney-at-law with over 10 years of experience in legal practices, including more than six years as the Head of the Legal Department at a commercial bank in Cambodia.
Since 2013, he has also been a part-time lecturer at various public and private universities in Phnom Penh. His areas of expertise include labor and employment laws, contract laws, corporation laws, and business laws. He holds a Doctor of Law (Comparative Law) and a Master of Law from Nagoya University, as well as a Bachelor of Law from the Royal University of Law and Economics, and a Bachelor of English Education from the Institutes of Foreign Languages, Royal University of Phnom Penh.

Mr. TEAV Saran Phomin is currently serving as an officer at the School of Public Policy and the Center for Digital Law. He holds a Bachelor’s degree in Law from University Lumière Lyon 2, 2020and a Master of Laws in Procedural Law (Private Law) from University Vincennes Saint-Denis Paris 8, 2024.
Between 2020 and 2024, he pursued several Diploma University (DU) programs: International Juriste, 2021 from University Lumière Lyon 2; American Law, 2022 from University Jean Moulin Lyon 3; and English Law, 2023 from University Lyon 3. Additionally, he holds a Diploma in Mastere Specialize Criminal Business Law from Institut Supérieur de Droit in Paris, 2023.
He is in charge of administration and student assistance, as well as research at the Center for Digital Law. His role includes managing student relations, support, program coordination, and strategic planning.
