Consultative Workshop on School of Public Policy Inception

On August 15, 2024, the National University of Management conducted an international consultative workshop under theme “Inception of the School of Public Policy” with participation of national and international academics, experts and policy-makers.

The workshop aimed to collect valuable insight, thoughts and experiences from these experts for the inception of the School of Public Policy at the National University of Management. The workshop was conducted via Zoom and physical meetings and divided into 2 sessions. The first session allowed all guest speakers to share their thoughts and experiences in teaching and research relating to public policy. The second session was the discussion and thought sharing event.

The first session of the workshop started with welcoming remarks by H.E. Prof. Hor Peng, Rector of the National University of Management. Ms. Meloney Lindberg, Country Representative of The Asia Foundation, discussed the Asia Foundation’s active roles in supporting policy research initiatives in Cambodia. Dr. Sreang Chheat, Director of the Center for Governance and Inclusive Society at Cambodia Development Resource Institute, presented a comprehensive analysis of the importance of inclusive governance in the public policy domain. Prof. Dr. Fred Gale underscored the critical intersection between public policy and sustainability, urging for the integration of sustainable development goals (SDGs) into the School of Public Policy’s curriculum. Prof. Dr. Murat Yildizoglu, Professor of Economics in the University of Bordeaux, France and Advisor to H.E Deputy Prime Minister and  Minister of the Ministry of Education, Youth and Sport, presented France’s public policy training models. Dr. Kongchheng Poch, Economist, UN Resident Coordinator’s Office (UN RCO) in Vietnam, made a presentation with a focus on three main takeaways of the global mega trends affecting Cambodia’s policy landscape, such as digitalization; climate change, biodiversity loss and pollution; and geo-economic fragmentation. Prof. Dr. Peter Becker, German Lawyer, Economist and Professor of Law and Political Science, discussed the interrelationship between law and public policy, highlighting the importance of legal frameworks in policy-making processes and the thoughts of public policy and law from the evolution in European countries.

The second session started with comments, recommendation and suggestion made by participants from different institutions, namely Professor Satoshi Miura, Professor of International Relations from Nagoya University; Professor Akira Fujimoto, Professor of Law, Nagoya University, Japan; H.E Kong Phallack, Secretary of State of the Ministry of Post and Telecommunication; Dr. Sreang Chheat, Director of the Center for Governance and Inclusive Society at Cambodia Development Resource Institute; Mr. Ly Bunsom, First Deputy Secretary General of the National Bank of Cambodia.

In conclusion, H.E Prof. Hor Peng, Rector of the National University of Management expressed his sincere appreciation to all participants and called for continuing support, cooperation and collaboration from all participants for the development of the School of Public Policy at NUM. The meeting concluded as scheduled at 11:30 a.m., marked by fruitful technical inputs, insightful thoughts, and engaging discussions.
